Is that really a problem though? Sometimes ill see a story that i thought was totally awesome, and I want to share it with as many people as possible. So i'll go to submit it to Digg and find that it has already been submitted a month earlier, but it only got 12 digg or something. So I usually re-submit it. Is that such a crime? I think not. More people get to see the story that way.
I would guess most people that use digg do the same. I can't imaging that there are that many people that really care about the people that are submitting stories.
The problem with the MrBabyMan's of the world is that they have too much power--hence the algorithm change. For example, say 'website X' wants to get some visibility on Digg. Then just pay MrBabyMan to submit their site--assuming the site has quasi-digg-worthy content, and *boom*, the MrBabyMan brigade stamps out another Front Page home run. Neutering MrBabyMan of this potentially ridiculous amount of power is worthy--even if he bemoans that he will never abuse it...the point is--HE CAN. Thus, to prevent the gaming of Digg, measures such as these are, and should be, enacted.
Its NOT about the redit stuff, its about the resubmission of stories from other diggers only a coupler of hours after they were originally posted even though the dupe filter informs that they are dupes.

One month is a LOT longer than MBM usually waits before resubmitting a story. He usually waits 2 hours tops.
