Because countries all over the world were looking for good places to invest their money. The demand for mortgage-backed securities came from all around the world, and the American housing market was seen as a great source for them. Because of that, our banks started pushing more and more loans on people who couldn't afford them, getting them in at a low rate, then promising them that they could refinance when the rate changed because the house would have gone up in value. Then they would package up that debt and sell it to anyone anywhere in the world as a solid investment with a great return.
