The United States has a Status Of Forces Agreement (SOFA) with every country that we have troops in. None of those need congressional approval.

True, or at least nobody's made a fuss about it yet. Sort of like war authorizations. Mind you, I still think it's a bad idea, and Congress can certainly legislate that there can be no non-approved SOFA's with Iraq.
