Exactly how does the country of Mexico have legal standing to challenge a state law in a U.S. court?

I didn't know that Mexico had a say in US and state laws and policies. Maybe they don't think of themselves as a foreign country to the US (if it is to their advantage that is)

The president of the USA allowed Mexico's president to come and here make statements condemning Arizona. Now, Mexico thinks it's gonna sue Arizona. The feds think they are gonna sue Arizona. This bs needs to stop.
