A "spending freeze" does not mean that the government spends no money. It means that spending does not increase from one year to the next. Also note that the frequently-used term "spending cut" does not mean that the government spends less money, rather that government increases spending a little less than pimp politicians would like. From that perspective, a "spending freeze" represents a very serious "spending cut."When dealing with political terminology, you have to go through the looking glass. Kind of like when a politician says that an opponent wants to "give" a tax cut to someone, even though it's hardly a "gift" to let people keep more of their own money (unless of course you're a socialist who believes that everything belongs to the government).
