Yes, if the people they are campaigning to outside the country are US citizens stationed or living abroad, but still paying taxes and retaining their voting status.

Good point. But be careful, Conroy's story never claimed that Palin used tax-payer money to buy and install the tanning bed. In fact, he wrote that she payed with it out of her own pocket.The point of the tanning-bed story is to disprove the myth that Palin is "one of us" and a "down to earth" outdoors person.
