Wow, you are stupid. Did you read the rest of the article that went on to explain that the criteria for the "satisfactory" is spurious? "Rep. Mike McIntyre, D-N.C., who requested the administration's updated assessment, scoffed at the May report, which he says uses the false standard of determining whether progress on a goal is "satisfactory" versus whether the benchmark has been met. He estimates that only a few of the 18 benchmarks have been fully achieved."Which means that the benchmarks are not COMPLETE, which, by implication, means (using your college example) they get an I and need to take the course again next semester.

There would have been no need for the surge if they had took the right approach to the Sunnis in the first place - We wouldn't even been in the conflict to begin with under Obama.
