What are you talking about? Weight and volume mean nothing. He is talking about the over all effects to someone who uses or abuses both. You can't say one is more harmful by weight and the other by volume because that doesn't take into account the strength of either the alcohol or the pot.
Again, this is a state versus federal thing. Psilocybe is on the federal controled substance act so they will still bust you for mushrooms, but some states don't have any laws that ban mushrooms so they would not prosecute you.
Federal law does not override state law. They are supposed to be in different jurisdictions. The feds are supposed to have the powers allowed in the constitution and the states are allowed to decide on everything else as long as it doesn't go against the constitution. The problem is that the supreme court has allowed the feds to overstep their limits and intervene in issues that should be exclusively within state powers.
