Her left arm was partially paralyzed preventing her from putting her arm behind her back. She is both mentally and physically disabled.She was known to always be happy and smile.. She would listen to her radio, dance and hula hoop in the park.. She was refereed to by residents as the hula-hoop lady.She was charged with making excessive noise and assaulting this officer.. An elderly hospital patent who had just gotten out of bypass surgery was tased.. people in wheelchairs.. A teen with a broken back was tased for not getting up.. Although it isn't certain that the police didn't throw him off the bridge to begin with. Infants and even stuffed animals have been tased by police.
