In general, Linux permissions are a hassle. Also, making sure you have every component necessary to run certain web apps can be a pain in the ass. If you've done anything substantial then you would know that it is more involved than just copying it to the web root. It isn't rocket science, but Ide rather develop my application without having to worry about that, and then worry about it just once when it comes time to deploy and test.With regards to java:Writting an ANT build file is not always trivial. Eclipse auto compile is by far the better solution. And if you read my post I said that I develop on windows because it is simpler and saves time for small things. Development isnt just compiling, or building your code with an ant build file. Ease of customizing server and middle ware settings. Not having to worry about permissions every two seconds. Interface nuances. Ability to run lots of other software you might need for your project. For example, If you ever done any graphics programming you will appreciate being able to run photoshop and 3d studio on one box.

This are good news for software business in general. Many financial institutions hire a group of developers wich know how to program in C++ using Windows Tools, Microsoft wants to increase the power of .NET using open frameworks like Hibernate.NET, Spring.NET and MDA Architecture. The goal is simple, dont't care what operating system you use, the software will have good quality, design and scalability. With Windows Vista and the SOA P2P paradigm, the Client-Server architecture will dissapear and software will stop being a product and become a service.
