They do! <a class="user" href="http://www.team-mediaportal.com/">http://www.team-mediaportal.com/</a>This project is based off the XBMC code but it includes many more options and features including the ability to do basic DVR stuff (live TV, recording, time shifting) with a TV tuner card. There's also a great selection of plugins including a web browser, RSS feed reader, etc. You can even get the MC360 theme for it. (warning: It IS beta software. It's a little buggy right now so have patience. This is am ambitious project and they're working hard on it. Every release is leaps and bounds better than the last)
Like joeykilluv said...If you download a decent build of XBMC, it includes a .exe that runs XBMC on your PC... Very limited right now, as it is mainly for testing scripts/skins, but it will only get better over time. :)

You mean the skin just hit version 1.0, the program (XBMC) is actually at 2.0.1
