The US has a military to settle any disputes about who owes who money. Libya, on the other hand, pays or gets sanctioned/bombed.

You've just made all the movie-plots a lot more difficult.We replaced all the German bad guy accents with the Russian during the 80's.>> And a bit of Cuban with the Miami Vice scene.We replaced the Russian bad guy accents for a brief time with Irish during the 90's.Then lots of work for anyone who could pull of an arabic sound and look in the 00's.Where is the love for Irish actors? If we present this conflict as a struggle for self-determination, with robber barons on the English side, and would-be criminals with a patina of noble cause on the other -- it just doesn't spell summer blockbuster gold.
