Are you some kind of Cog that's only capable of boolean logic?Generally when one talks about the size of a city the metro area is included, unless you specifically say otherwise. Richmond is what, 106th based on the city limits so there's on average only about 2 cities larger than it per state. Even by that 'small' metric Richmond is not small. Include the metro area like most people would and its bordering on large.

If this is what Karl Rove had to say about Richmond VA, I wonder how he will square this with McCain's VP pick Sarah Palin having been mayor of Wasilla AK with a population of less than 8,000 and governor of a state with a population of only around 670,000 thousand when VA has a population of 7.6 million. McCain really screwed Rove's arguments.
