In theory, in a nascent market (e.g. India) where the majority has not been extensively exposed to computers, the training costs are similar so using Linux (and other free software) has two advantages. 1. It saves money and therefore leaves more for other programs (assuming the fraction pocketed by corruption stays the same). 2. It is easier to produce localized versions, especially true for India where there are over 20 languages (approx. one for each state. As computers penetrate more and more of the country, people tend to get more exposure to one OS (typically Windows) and then the argument for introducing Linux always gets bogged down with the added cost of training people who are already used to Windows.

When considering countries of size and population of India, its a good choice to use open source software, rather than forking $600 for ultimate POS, you can use that money for feeding many school children.Support costs should be low because of trained personnel, well when it comes to judges they are not going use anything but Office & Mail client.Downright morons who don't understand situation in countries like India can mod me down.

If we want to speed up the judiciary in India, we should do something about our rat's nest of laws. It takes what, 5 years to get a verdict on civil litigation? Unacceptable. All the OSS in the world won't make a system built on piles of crappy, irrelevant laws work any faster.
