Yes, but BadBlue requires you to own the Microsoft Excel application (or at least have the application installed on your machine). JotSpot Tracker is platform independent and does not require you to own Microsoft Excel. Not exacly an equal comparison.
I like alot of what JotSpot has. Although I tried the Bug Tracker module and was a little underwhelmed. Some of the features wouldn't work right even after messing with it for long that I should have.

As an FYI, BadBlue ( <a class="user" href="http://badblue.com/helpxls.htm">http://badblue.com/helpxls.htm</a> ) has done the same thing for years.
