Second: Hillary's main positions are-- Pass the Employee Free Choice Act so that unions can organize for fair wages and safe working conditions. Appoint a trade enforcement officer within the office of the United States Trade Representative (USTR) The Bush administration has not enforced our trade agreements. Expand the Trade Adjustment Assistance (TAA) program to cover service workers. Today, workers who produce a service rather than a product are ineligible for TAA. That’s everyone from call-center operators to help desk personnel and technical support. TAA wills also cover all workers whose plants have moved abroad. Workers are currently ineligible for if their plants relocated to countries with which we have not signed free trade or trade preferences agreements. This means that when plants shift from America to low-wage countries like India and China, laid-off workers are ineligible for TAA for job training. She will increase tax credit on COBRA payments to 90% from the current 65%. And for laid-off workers without access to COBRA, she will allow them to use the HCTC to buy into the Federal Employees Health Benefit Plan (FEHBP). Level the playing field when it comes to taxing the income earned in investment partnerships. Right now, Wall Street investment managers making $50 million a year are taxed at a rate of 15% on their earned income – while someone making $50,000 a year pays 25%. Hillary's first official actions would be to convene the Joint Chiefs of Staff, her Secretary of Defense, and her National Security Council. She would direct them to draw up a clear, viable plan to bring our troops home starting with the first 60 days of her Administration. She would also direct the Department of Defense and the Department of Veterans Affairs to prepare a comprehensive plan to provide quality health care and benefits to every service member -- including every member of the National Guard and Reserves -- and their families. Create a $50 billion Strategic Energy Fund, paid for in part by oil companies, to fund investments in alternative energy. The SEF will finance one-third of the $150 billon ten-year investment in a new energy future contained in this plan Enact a new GI Bill of Rights for the 21st century that will resurrect the spirit of the original 1944 GI Bill and offer service members, veterans and their families with expanded education, housing and entrepreneurial benefits. Her plan will guarantee equal access for all components of the Armed Forces - Active, Guard and Reserve - that have deployed overseas in support of a combat operation since September 11 or served two years of active duty since September 11. Hillary has pushed for a more robust response to the violence in Darfur since May 2004. She has raised the issue with the Bush administration and pushed for more resources for peacekeeping efforts. Strengthen equal pay laws and end pay disparities between men and women. She introduced the Paycheck Fairness Act to strengthen the penalties associated with wage discrimination, to ensure that the federal government sets a higher standard, and to increase oversight of employers. She championed the Prevention First Act, which expands access to family planning services for low-income women, requires health insurance companies to cover contraception, and provides a dedicated funding stream for age-appropriate, medically accurate, comprehensive sex education. She helped pass the Family and Medical Leave Act and helped found the National Campaign to Prevent Teen Pregnancies, which established and achieved a goal of reducing teen pregnancies by one-third between 1996 and 2005. (Under the Bush “abstinence” education initiative, teen pregnancies are on the rise for the first time in a decade.) Hillary’s 10-point plan to restore Americans' confidence in their government: -Banning Cabinet officials from lobbying -Strengthening whistleblower protections. -Ending abuse of no-bid government contracts and posting all contracts online. -Cutting 500,000 government contractors. -Restoring the Office of Technology Assessment. -Publishing budgets for every government agency. -Implementing Results America Initiative to track government effectiveness. -Tracking and eliminating corporate welfare. She has introduced the Count Every Vote Act to avoid repeating the problems of the past and ensure the integrity of our elections. Her bill: -Provides a paper trail for every vote cast. -Designates Election Day as a national holiday. -Allows same-day registration. -Makes sure that impartial officials administer our elections. -Allows the attorney general to bring suit against anyone using deceptive practices (like distributing flyers with incorrect information about voter eligibility) to keep voters from voting.
