@rainbowrobActually the Presidential Succession Act sets the order. The first Act came about in 1792. The current order was set in the Act of 1947.<a class="user" href="http://en.wikipedia.org/wiki/Presidential_Succession_Act">http://en.wikipedia.org/wiki/Presidential_Succession_Act</a>The 25th Amendment allows for the Vice President taking over duties as president to appoint a new Vice President pending a vote of Congress. So really the Presidential Succession Act would only be needed if the President and Vice President both needed to be replaced at the same time.
