It would need to be really heavy to get the air bubble down underwater, thus extremely slow on land. This is also much safer - got a problem, just bob up!

Yeah the more I think about this the more you realise there is no way around it, apart from having some sort of attachable ballast that you leave on the shore. It would mean you have to enter and leave at the same point, but hey, better than being soaking wet, right? Bonus: the ballast could be a massive battery pack to give you longer underwater range or higher performance.
