I would suspect that it is in fact the record companies.. I *seriously* doubt Apple makes a single penny off Ringtone features, but it is instead a tax set by the Recording Industry.

Think of this. You buy a tune or music however you do that. Play it on a hi-fi, TV or personal music player. You own it! As long as you are not selling the music its not against the law. If you decide to use it as a ring tone bare in mind that you are advertising the music or band. Does anyone pay you to do that? No. Do brand companies pay you to hold there product or wear a Tshirt or carry their bag with a logo on it? No. Then Don't worry about it people. Just don't be daft by paying for something more than you have to. Just be a bit smarter. LIFE IS AGAINST THE LAW...
