Intel's plants in Costa Rica and Mexico only packaged the chips. The new fab in China will only run older technologies. The only full-blown Intel fabs outside of the U.S. are in Israel and Ireland. Most of the development and production has always been in the US (Oregon, Arizona, New Mexico, Mass. etc.).
