It's not just the spying, it's also the Bush administration's claim that they have the right to arrest anyone, anywhere (citizen or not, in US or not) and call them this new label of "unlawful enemy combatant" and stick them in a military brig for years without charges, trial, or lawyer.And yes, they've already done it to US citizens, as a trivial google search may show.
