Why don't you go and do a little research. Have you ever watched the sniper competitions they do with American and Canadian soldiers? Have you seen the training Canadian snipers go through? Put an American sniper against a Canadian sniper, and the Canuck will win.
That's not necessarily true. Americans have the best 400 sprinters in the world. Also the best basketball & football players. Canada has the best hockey players and the best curlers. Brazil has the best soccer players etc. It's doesn't mean everyone, but certainly can mean an increased amount from said country.
