Zera is correct. It is illegal to mutilate money with the intent to defraud (i.e. making a 10 look like a 20). Things like this are not. For example, A local craft market has had a guy who for the last 20 years has sold coinage that has been cut out and turned into jewelry. He has a full description of the law in question at his booth, and with the millions of people who have seen him, there has never been an issue.
these "artist" always amaze me with the medium they choose to go with but i feel that this is just another poor attempt to try and be original. Besides, there are people right now who are in serious need of cash and this prick is just cutting it up and making it worthless. What is the point to this?

I would have pointed out that his question was a fragment, but I suppose capitalization is a proper observation as well.
