I worked for Phil at National Environmental Trust and have been friends with him for many years before and since. To know Phil was to know that he had an opinion and he wanted to win. He also LOVED his work, Washington, travel, a well-written book, anything from the UK (especially the royal family), and a practical joke. His laughter was absolutely infectious and woe be unto you if you were the subject of one of his powerpoint presentations. Phil's work is unfinished, and it is up to us--those of us who he trained, to get an agreement in Copenhagen and a domestic bill with mandatory reductions in greenhouse gases passed here at home--to honor his legacy.
