I suspect that the students will be global. The plan is to house faculty and grad students in residential areas to support the campus. The shear amount of dollars and the partnerships already made with the worlds universities makes this a great opportunity for all.
I actually got an email from the engineering department at my university asking for transfer students for this school. If you're willing to go to graduate school there, they're willing to pay for the rest of your undergraduate education wherever you currently are. This includes room and board, books, and a monthly living stipend. So yes, I'd say they may not have as many potential Middle Easterners as they'd like.
