In MGS, you start the game without a single weapon. One of the only pieces of equipment you got was a pack of cigarettes, which when equipped, actually drain your health making the player at first think "wtf is this useful for?". But then later on you figure out you can detect laser trip wires by smoking a cigarette right in front of themIf this guy's HL cover has the crowbar, then the MGS cover having a cigarette makes sense.
