when my family first got internet connectivity, my son made a web page with every #0%%!!@@ bell and whistle he could write in, but he hotlinked several pictures. the owner changed them to a skull and crossbones along with a warning against hotlinking, and suggesting that the lesser theft would be to download the images and display them from his service. odd that nobody suggested this approach, once it was on his server it would be immune to deletion or address change by the original owner.
If he was smart and tech-savvy enough to TRACK the signal, why would he have been stupid enough to go to his neighbor's house and ask "where did the internet go?"
