In most states the law says you are responsible for something that is done with your car, unless you can prove it was stolen. There's no such law for internet connections.

Use WEP, but make sure your SSID is not hidden, Some of my PCs had similar issues, but un-hiding the SSID fixed the reliability of their wireless.

Just disable DHCP and assign every PC on the network a fix IP. In an average(geek) household it shouldn't be much more than 5 IPs. Then, simply block network access to all other IPs. It's not convenient, but it's secure. Oh, and use a good password, of course, both on the router's config page and the network itself.

The MAC is supposed to be unique but it's really only 48 bits so I can see some replication occuring.
