It did happen to me once when I was trying the pre-release versions of IE7 for hotmail but it's gone from the released version.I have a couple of those happening from time to time on other sites (not telling you which, mind you? I've been through weird sites that I'm not proud of ;) ) that are not phishing but there's an option there to tell them that it was a mistake ("Report whether or not this is a phishing site"). IE seems to be really quick handling my reports 'cause I couldn't get those to show as phishing some time after that.
