It's a language, none-the-less, and what do you do with it? You write the code, and what happens to that code? It gets interpreted. Therefore, it is a programming language.
It's a programming language because it gets "interpreted"? Every language and data format in existence must be a programming language then? Programming languages are languages for making programs, you can't make programs with CSS. End of.
Assembly is a great language for those time travelers who know how to use it. FYI: You can actually make the same C app in Assembly in about the same amount of time. Keeping in mind that you would have to be a wize.
