There are no "waves of time". One cannot have the doppler effect without waves. Even if there was a doppler effect associated with time. We are in the third dimension. Time is in the fourth dimension. Therefore there is no way for us to experience it because we are not on that plane. You must move toward or away from the source of the waves on the same plane in order for there to be an actual doppler effect.
