This seems more like an outline for how to gather the necessary parts to be a 'VSP' (Voice Service Provider) rather than how to build/maintain an enterprise VOIP network. This article mentions nothing of how to provision quality of service, Service Level Agreement, change management - or really any of the key components to build and manage a VoIP network.This is like a recipe with an ingredients list but lacking the critical steps on how to do anything with any of the parts.
As others have already said, this is no "experts guide." It merely gives you an overview of the things needed to become a voice service provider. If you're looking to rollout VoIP to your company, this won't help a lick. Oh yeah... * rules!

An enjoyable read. Obviously it wasn't meant to be a 'complete guide', but as an overview to what to expect, I guess it could be useful.
