Because Digg has multiple server backends, an existing system to integrate it into, an api to create on top for it, and most likely 3rd party support.That single website probably had a clean slate, an api to work from, one maybe 2 servers and no one else to communicate with in the design/development process.I'm not saying its not been long enough, but there are lots of reasons why it wont be as quick as a weekend.
Interesting way of dealing with spammers. If the spam got bad enough on Digg (like really really bad) it could shut down the site. I wouldn't want to sift through all the spam in hopes of finding a real article.
