Um, yes, but many of the lives saved come from advances in medical care. I can't imagine anyone arguing that saving lives through improved medical care is a bad thing, but the side effect is that it increases health care costs.
It looks like a typical Democrat budget. The Democrats will pay for this in November and will likely lose control of the House because of this type of budget madness. When they were running in '06 they promised to do things differently and chastised the Republicans for passing a continuing resolution instead of a budget but the first thing they did was make that continuing resolution the budget and then went on errant tangents with pointless investigations which for the most part did nothing but waste time. All tax and spending bills originate in the House and the House is controlled by Democrats. Many people don't remember that it was just this type of taxation that led to Republican control of Congress for the first time in 40 years. With stupidity like this budget they may lose in this election the control they held this year. I hope we see a good number of third party challenges in the House. Changing from Republican control to Democrat control produced the same result, deficits as far as the eye can see and economic collapse due to stupid federal budget priorities.
I'm not trying to credit Bush at all. He and I are at odds on pretty much every issue out there. I don't think anyone intended to spend either the time or the money we've spent during the course of this war. I'm fine, just a souvenir in my chest which makes airports a lot of fun) and have collected every dime I earned, both with the GI Bill and disability. I'm able to pay for my PhD because of my service.
