They didn't make it illegal to stop drinking on your own. All they are saying is that they aren't giving you drugs when they know you will not have medical supervision.

Although what he did showed incredible friendship (tough love), the odds are definitely not in his friend's favor of staying dry.

"Tom" seemed to not want to enter the rehab, it seems there was much red tape that discouraged him, his doctor prescribed some detox drugs, and his friend took time to help him at home, looks like he may have financial reasons to help motivate him....Tom is lucky to have a friend like this.
