Umm, no. That's false. The margin of error issue doesn't enter into this problem. If a question polls 50-50, with a 2% margin of error, that means that the real values may differ from the polled values by as much as 48-52, or in the other direction, by 52-48. Never do the values add up to more than 100%. (The only time that the values may fail to add up to 100% is when there's rounding error. E.g. when values 49.5 and 50.5, which add up to 100, are both rounded up, to 50 and 51 respectively.)
