He could just be a douchebag 13 year old who was bitter that he was beaten by someone in CS:S. The 13 year old insists on hanging out on my Vent goes on a crying/screaming/IP banning rampage when someone beats him at any game. He's tried to "steal" accounts all the time, but typically by guessing passwords.
