Wind changes direction constantly and quickly. If you want to capture the most wind and turn it into usable energy then you would be more likely to use a vertical access wind turbine (VAWT). Some horizontal solution do change direction with the wind but do so extremely slowly and can't move fast enough to account for quickly fluctuating winds.
