They did color correction to make it look like it was intended is what they're saying. Meaning because of the capture tech etc they had to correct for hardware discrepancies etc. Every game company does this with their screen shots. Every single one.
I'm going to have to say that this story is inaccurate because it makes it sound like the images are completely photoshopped to make the graphics look better than they actually will be. The only notable difference are adjustments on the levels of the images, which isn't very different than adjusting color and contrast on your display to have a better image when playing.
RGB full was the best thing they ever added to the PS3 firmware. Since the day it was released I've been using it. You get nice, rich blacks and (if your TV supports it) you get extremely bright whites.

That would be pretty tough, because you're talking color saturation. I suppose a shader could do it.
