@rnwen, actually, using Diebold machines, you can. That's exactly how they allowed their machines to be rigged, though I doubt it happened everywhere. The Compact Flash card has a vote count for each candidate, and it's been proved that you can initialize the card with -16000 for one candidate and +16000 for another. The machine doesn't check for zero or otherwise zero out the slots. But it claims it has. And the final vote adds up to the correct total for both, so no one detects the fraud. This completely explains the -16000 votes one district cast for Kerry in 2004, I believe.
