I don't know about FOX, but theres' wild speculation and theres wild speculation. In this case the article states that Google has booked stands at the "Mobile World Congress expo", I think it not to far fetched to assume this is to unveil the android platform.

Yes, any hardware manufacturer can use the Android platform and make whatever kind of phone they want. That's kind of the point, to provide a common software platform. Its not a gPhone.

It must be my inner developer speaking, but I look at that prototype and think, "Hey, I bet someone could actually USE that." Would you be happy if it were chrome plated with gold trim and your favorite cartoon character engraved on the back? If that's not "pretty" enough for you, we could put pulsing multi-color LED's around the edge and backlight the screen with a strobe light.

Why is it that everyone is hanging on a string waiting to hear what Google is going to do on this? I know I am. Maybe because USA cell phone companies SUCK! Let's hope it really blows up. Maybe that will give google the upper hand & force cell phone companies to open everything up. For once I'd like to get what i paid for, not the other way around. "Paying to much for cell phone service? Trying paying to much for cell phones."
