Definitely possible. If Google can make these results look as "natural" as possible, they will take advantage of it ... it could yield better results for people who pay the right amount of money.
If they wanted to get more ad clicks they should make everything else's text white. that will teach people who do not pay. But seriously this is not that big of a deal.

I think this is only being tested in the UK right now. But I also think this is overall, minor.
