It's probably good business practice to not share information about your users that doesn't need to be shared - hence their refusal to hand over info to the Bush administration. That would be my guess in it.
This has been my biggest beef with Google. As I mentioned above, they are quick to admit click fraud, but when you ask them to tell you who, where, and how, they don't tell you.Meanwhile, I haven't yet found (someone might exist, though) a single person blamed for click fraud through Yahoo's ad program.I run a blog, I run a website, I don't expect a huge healthy revenue stream, but I also don't expect that stream to dry up every other month and be force to explain or justify the actions of someone I don't even know in order to get it back.
