If you meant to save power, it wouldn't do much for most users, especially all those millions and millions of LCDs. The backlight is always on, even when displaying black.
Just when the political and corporate machines in this country can't look any more insidious, people like Bill Gates and Warren Buffett and firms like Google have to go and throw it all out of whack.

Oh, and as a comparison - my home usage is average around 0.5kW usage per hour when looked at over 24 hours a day.
