This isn't exactly a Google project, it sounds like a military project which is looking for some creative funding. The Satellite is probably better in the military hands, but It does make you think... Maybe I need a big black Umbrella on those sunny days?

I agree that the military is correct in limiting the resolution on the images (there's no need for people to have access to that high of quality images); and both will benefit from the satellite, limits or none.
