online.wsj.com — The Internet giant - which is now pushing into wireless services, has considered contracting with Space Data or even buying the firm, according to one person…Google believes balloons like these could radically change the economics of offering cellphone and Internet services in out-of-the-way areas, according to people familiar with its thinking.

If you thought that undersea cable cutting was problematic, just wait until people start taking aim at these balloons. Granted, they do float at the edge of space, but someone will find a way.

When you say that these balloons "float in the air", what you are not thinking about is that these balloons don't float (as in no/slight rise and fall) until they are at the operating altitudes of over 55,000 ft, which is above all air traffic flights. When they are released, they move extremely quick though the air.

Confusion here, seems like it is a 'minimal wind zone' but varies seasonaly in direction and speed from ~5 mph to 30 mph (1960 soundings). I guess if you're 15 miles up, then signal source/strength doesn't change that fast.
