yes, but FGM usually involves removing the c**toral hood and the glans c**toris (external part of the c**t), whereas male circumcision involves only removing the foreskin and not removing the glans(head) of the penis. If FGM only removed the c**toral hood, they might be equivalent. I an not advocating male circumcision (i don't think it should be done either), I'm just saying they're not the same thing
