What they really need to do is think outside the box a little bit. Instead of using big capacitors to store the energy, why not find a way to rapidly harness the same chemical power a bullet uses to generate the electricity? After all, it's not the amount of energy that's the limitation (we could just add more powder), but, like he said, the design of an explosion-powered gun. The goal is to get enough electricity into those coils; it's not like having an explosion involved in the process invalidates the technology.Obviously, it isn't easy to instantly convert an explosive force into electricity, but we are talking about inventing new technologies here.

I know well enough that high powered room size weapons have been developed to shoot down missiles but they've yet to develop a weapon that can a)be as efficient as a regular rifle, b)compact enough to be luged around by a person. If you have other info on the matter I'd like to hear about it.
I wouldn't completely poo-poo the idea of a titanium needle, but a projectile with almost no mass will do very little damage, regardless of it's ability to go through body armour + your intended target + 6 other people + a car + a brick wall...The primary effectiveness of a bullet is it's transfer of energy from the gun to your target, that's why a .357 soft lead slug is more effective than a jacketed .40 against an unarmoured person. The soft lead will hit flesh and mushroom out, dispersing all it's energy. The jacketed round will punch straight through, transferring most of it's energy to the wall or whatever behind the target.
