@ray901: Psh, yeah whatever. I've used Macs every day since 2003 and never once repaired permissions. Though it's always one of those things you're told to try if things get really messed up. You're flat-out lying to say permissions change on their own "frequently" or "randomly," as a general statement./serious too

The most common reason this happens is that you re-install windows. Files created by the old install may end up being owned by the previous installs user, so now Windows wont let you touch em, thinking that its not you who owns them. Happened to me too...Too bad windows forums are very bad compared to linux forums...took me quite some bit searching back then to find out all the hoops you had to jump thru to just get at the (unintelligible) ownership controls. In unixes the ownership is a lot easier to control, at least thru a GUI. The chmod numbers thou may be a lil daunting for a newbie ;)
