Why would Congress (specifically the Dems) want to do anything positive? They have the perfect scapegoat for anything that goes wrong, and they're going to feed him all the rope they can to hang himself with. They don't want the country to start improving under a Republican president because that looks bad for them. Also, it's looking more and more likely that Obama will win, and any extra powers they give Bush will be inherited by a Democratic president.
